Overview
Greece’s regulatory framework for payment services is aligned with European Union standards, ensuring compliance with the Payment Services Directive 2 (PSD2). The framework is overseen by the Bank of Greece (BoG), which supervises payment institutions and enforces a secure and transparent financial environment for businesses and consumers.

 

Licenses Available

  1. Payment Institution License: Firms offering payment services such as money transfers, remittance, and credit card processing can apply for this license. Once obtained, the license allows companies to operate across the EU through passporting rights, expanding their reach throughout the Single Market.
  2. Electronic Money Institution (EMI) License: Institutions that issue electronic money and handle payment services can apply for an EMI license. This license offers similar EU passporting benefits, allowing expansion across member states.
  3. Small Payment Institution License: Targeting smaller firms, this license permits the provision of payment services under specific thresholds, offering a more flexible entry point for startups and small-scale providers.

 

Regulator: Bank of Greece (BoG)
The Bank of Greece is the primary regulator for payment service providers, ensuring compliance with domestic and EU legislation, such as the PSD2 and Anti-Money Laundering Directives. The BoG’s established expertise and its adherence to EU-wide financial regulations make Greece a well-regulated jurisdiction for financial services.
